Public drug use is illegal and it affects people going about their daily lives. With the M110 reforms, diversion programs should always be our goal and the City needs to empower the police to enforce the law and encourage diversion options.
Using drugs in public must end. We need to reform the civil hold and intoxication custody process to improve safety and treatment access, and create 24/7 Drop-off Sobering Centers and advocate that more SHS dollars are used to build treatment capacity.

- Confiscate drugs every time police issue a citation
- City support of a 24/7 Drop-off Sobering Center
- Enable Portland Street Response (PSR) and all other first responders to transport to Sobering Centers or shelters.

- Expedite development permits for any treatment center project implementing a strong Good Neighbor Agreement policy
